Community Development Block Grant (CDBG)



Carson City is an Entitlement Community under the federal CDBG program. As such, Carson City receives an annual allocation of funds from the Department of Housing and Urban Development (HUD) to distribute to non-profit organizations and government agencies for qualifying public service and capital improvement projects.  The Annual Action Plan and 5-year Consolidated Plan describes how Carson City will spend those funds.

2016-2017 CDBG Application Process

The application deadline for the 2016 grant cycle was January 15, 2016.  A public meeting was held on February11, 2016 to interview the applicants and make funding recommendations.  These recommendations were presented to the Board of Supervisors at the March 3, 2016 meeting, where the Board determined the CDBG funding allocations and opened a 30-day comment period from March 3-April 1, 2016 to review Carson City's Draft 2016-17 Annual Action Plan.  On April 7, 2016 the Board of Supervisors made their final decision on the funding allocations.  The 2016-17 Annual Action Plan was submitted to HUD on May 10, 2016.

Carson City's 5-Year Consolidated Plan (2014-2018)

On May 1, 2014 the Board of Supervisors approved the 5-year Consolidated Plan to implement HUD programs associated with the CDBG program and to forward the plans to HUD.  The plan was open for comments from April 1 - April 30, 2014.

Annual Action Plan

The Action Plan is a summary of the annual objectives that Carson City expects to achieve during the forthcoming program year.  The plan describes the activities to be undertaken by the City, the CDBG funding recommendations, affordable housing goals, homeless needs activities, barriers to affordable housing, and community development objectives.  The Annual Action Plan is approved by the Board of Supervisors and forwarded to HUD for their final approval.

CDBG-R Recovery Act Plan Amendment

The American Recovery and Reinvestment Act of 2009 allocated an additional $118,516 to Carson City for the CDBG program, known as the CDBG-R allocation. Following is a link to download the amendment to the 2008-09 Action Plan describing the proposed activities for these funds.
