A. ROLL CALL AND DETERMINATION OF A QUORUM
B. APPROVAL OF MINUTES:
C. MODIFICATION OF AGENDA: This is the tentative schedule for the meeting. The Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. PUBLIC COMMENT: Members of the public who wish to address the Commission may approach the podium and speak on matters related to the Commission, but not on items agendized for this meeting. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chair to calendar the matter for a future Commission meeting. No action may be taken upon a matter raised under this item of the agenda until the matter itself has been specifically included on an Agenda as an item upon which action may be taken.

F. CONSENT AGENDA
All matters listed under the consent agenda are considered routine and may be acted upon by the Regional Transportation Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chair, or the Vice Chair, retains discretion in deciding whether or not an item will be pulled off the consent agenda.
F-1 Action to approve and authorize the Chair to sign an agreement by and between George Anastassatos, as Trustee of the George Anastassatos 1987 Trust, and Carson City whereby George Anastassatos, as Trustee of the George Anastassatos 1987 Trust agree(s) to:
(1) Grant permission to construct upon, over and across certain real property described as Assessor's Parcel Number 002-122-11;
(2) Convey a utility and site easement upon, over and across certain real property described as Assessor’s Parcel Number 002-122-11 for the purpose of roadway construction related to the Roop Street Widening Project.
Staff Summary: Staff is asking that the Commission approve the agreement with George Anastassatos, as Trustee of the George Anastassatos 1987 Trust and Carson City for the granting of real property necessary to construct roadway improvements for the widening of Roop Street. The fiscal impact is expected to be $9,000.00.
F-2 Action to accept the Work as completed, to accept the Contract Summary as presented, and to approve the Release of Final Payment in the amount of $36,040.49 for Contract No. 0809-099 titled Fairview Drive Intersection with South Carson Street Widening Project to Sierra Nevada Construction.
Staff Summary: Carson City received sealed bids for all labor, materials, tools and equipment necessary for the “Fairview Drive Intersection with South Carson Street Widening Project. Project included widening northbound South Carson Street to allow for a right turn lane to eastbound Fairview Drive along with some additional widening along the south side of Fairview Drive from Carson Street to California Street. Work also included, but was not limited to, excavation, embankment, placement of new storm drain pipe, drop inlet, aggregate base, plantmix bituminous surface, plantmix bituminous open-graded surface, cold milling, curb, gutter, sidewalk, striping, signing, signal modification and all common phase of construction customarily associated with this type of project.
G. PUBLIC MEETING ITEMS:
G-1 Action to determine that Contract No. 0910-149 is a contract for the services of a professional architect; that the selection was made on the basis of the competence and qualifications of the engineer, land surveyor or architect for the type of services to be performed and not on the basis of competitive fees; and therefore not suitable for public bidding pursuant to NRS 625.530; and to approve Contract No. 0910-149 with Winston Associates, Inc. to provide Design Services for the Carson City Gateway Signage Project through April 30, 2011, for a not to exceed cost of $48,242.00 to be funded from the RTC CC Gateway Signage Project account as provided in FY 2009/2010.
Staff Summary: This contract is to provide design, bidding, contract negotiation and construction administration services for the Carson City Gateway Signage Project. The firm (Winston Associates) was selected via RFP #0809-233 – Request for Proposals for Landscape Architecture.
G-2 Action to approve the conceptual landscape design and design theme “Carson City’s History in Motion” for three interchanges and three grade separations on Phase 1 (northern leg) of the Carson City Freeway.
Staff Summary: Staff is requesting review and approval on the proposed project’s design theme and conceptual landscape design concepts for Carson City’s Freeway Landscape Project. The project’s design concepts will enhance the northern freeway’s corridor with native/naturalized landscaping, drip irrigation systems, hardscape components, including large boulders, rock talus, visual features, and aesthetic enhancements.
G-3 Action to determine that Peavine Construction, Inc., is the lowest responsive and responsible bidder pursuant to N.R.S. Chapter 338 and to award Contract No. 0910-131 Roop Street Widening-Phase II Project to Peavine Construction, Inc., for a bid amount of $3,685,752.45 plus a contingency amount not to exceed $368,600.00 to be funded from the Roop Street Widening Fund as provided in FY 2009/2010.
Staff Summary: Carson City received sealed bids for all labor, material, tools and equipment necessary for the Roop Street Widening-Phase II Project. Project consists of widening of Roop Street from Robinson Street to Beverly Drive, including removal of existing surface and underground improvements, approximately 2,600 lineal feet of new roadway improvements on Roop Street together with side street roadway improvements. Project includes approximately 9,300 cubic yards of aggregate base, 8,300 lineal feet of curb and gutter, 37,500 square feet of sidewalk, 218,000 square feet of bituminous pavement, traffic signals, and existing overhead utility lines, approximately 4,800 lineal feet of water main, approximately 3,300 lineal feet of sanitary sewer main, and approximately 3,200 lineal feet of storm drain main.
G-4 Action to determine that Contract No. 0910-150 is a contract for the services of a professional engineer, professional land surveyor or registered architect; that the selection was made on the basis of the competence and qualifications of the engineer, land surveyor or architect for the type of services to be performed and not on the basis of competitive fees; and therefore not suitable for public bidding pursuant to NRS 625.530; and to approve Contract No. 0910-150 with Bowling Mamola Group to provide Roop Street-Phase 2 Construction Management Services through November 26, 2010 for a not to exceed cost of $623,244.00 to be funded from the RTC Roop Street Phase 2 as provided in FY 2009/2010.
Staff Summary: This contract is to provide construction administration services for the Roop Street –Phase 2 Project. The firm (Bowling Mamola Group) was selected via RFP #0809-233 – Request for Proposals for Construction Management and Inspection Services.
G-5 Information regarding the planned closure of Old Clear Creek Road in Carson City and Douglas County.
Staff Summary: An agreement has been reached among interest parties regarding the proposed closure of Old Clear Creek Road. No gates have been installed yet, but there are now plans to install a single gate that will eliminate through, motorized traffic, but allow for the use of the road by non-motorized, recreational users.
Staff Summary: Since the previous RTC meeting, staff has made modifications to the traffic signal at the intersection of Fairview drive and the southbound off-ramp at the south terminus of the Carson City Freeway. The modifications have resulted in improved traffic flows for the heaviest movement in the intersection.
