F. Public Hearing Matters The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
F-1 HRC-09-022 Discussion only: A presentation by the District Attorney’s office regarding the Nevada Open Meeting Law and Ex-Parte communication. (Moreen Scully)
Summary: A representative from the DA’s office will give a presentation and answer questions regarding the Open Meeting Law and Ex-Parte communication, which all Historic Resources Commission meetings must comply with.
F-2 HRC-11-058 For Possible Action: To approve a request from Kurt Krug of Great Basin Deck and Shade (property owners Elks Lodge) to build a 12 feet by 26 feet patio cover with a solid roof attached to rear of existing main structure, on property zoned Residential Office (RO), located at 515 North Nevada Street, APN 003-222-01. Staff Summary: The applicant is requesting to install a 312 square foot patio cover on the eastern façade of the existing structure. The materials of the proposed patio cover are alumawood solid roof, three inch square steel posts, and the color proposed is white.
F-3 HRC-11-057 part 1 part 2 part 3 For Possible Action: To approve a request from J.P. Copoulos (property owners Carson City Open Space) to demo a portion of the existing ranch house complex, on property zoned Agriculture (A), located at 4900 Carson River Road, APN 010-021-47. (Jennifer Pruitt)
Staff Summary: Architect John Copoulos has reviewed the existing conditions of the structures at the Buzzy’s Ranch. He has also prepared a Historic Resources Inventory related to the structures on site. The existing structures have been determined to be unsafe and are currently an attraction for vandalism. Comments will be submitted to the Open Space Manager, Juan Guzman by minutes from this meeting and possible maintenance recommendation of the site. The subject site is not located in the Historic District.
F-4 HRC-11-046 For Possible Action: To approve a request from Joanne Ballardini (property owners C & A Investments, LLC) to replace asbestos shingles on the siding of the house with similar siding and a 4 foot wainscoting on a single family residence used as on office, on property zoned Residential Office (RO), located at 913 North Nevada Street, APN 001-187-01. Staff summary: The applicant is requesting to remove the existing asbestos siding with replacement material options which include LP Smart Side siding and Eldorado Stone veneer Mountain Ledge wainscoting (Sierra and Shasta).
F-5 HRC-11-060 For Possible Action: To approve a request from property owners Carter and Margaret Twedt to replace windows with a French door, add a small porch and steps with railing; replace double windows with a casement window, on property zoned Single Family (SF6), located at 612 West Telegraph Street, APN 003-245-04. Staff summary: The property owners are proposing exterior alterations to the eastern façade of the structure. The alterations include to removal of the two existing windows and the replacement with French doors PlastPro Doors and a new Cascade window. Also proposed are a landing platform and stairs with wood railings for access to the side yard from the existing Single Family Dwelling Unit.
F-6 HRC-11-045 For Possible Action: To approve a request from property owners Vivian and Robert Summers to replace broken, non-functional windows on a residential-duplex dwelling units, on property zoned Residential Office (RO), located at 403 North Division Street, APN 003-226-04. Staff Summary: The new property owner has recently replaced five windows on the two duplexes on site. At this time the applicant is seeking approval of the replacement of the windows. Staff will provide photographic documentation of duplexes on site.
F-7 HRC-11-006 Discussion only regarding an update of the Historic Preservation Fund (HPF) grant for 2010. (Jennifer Pruitt)
Staff summary: Planning Division staff will provide the HRC and the general public with an update of the 2010 Historic Preservation Fund grant # 32-10-21935(1).
