Items scheduled at a specific time cannot be heard earlier than at the scheduled
time per the Nevada Open Meeting Law Requirements. A dinner recess may be
taken. If a dinner recess is taken, any unfinished business will be heard after the
meeting is resumed.

This is the tentative schedule for the meeting. The Planning Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.
D. Public Comments
Members of the public who wish to address the Commission may approach the podium and speak on matters related to the Planning Commission, but not on items on the agenda for this meeting. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chairman to calendar the matter for a future Planning Commission meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
E. Staff Public Service Announcements
Announcements of a general nature for the Commission and for public information regarding planning, zoning and land use. Not intended for detailed discussion or for items already on the agenda.
Any member of the Commission may wish to explain any contact with an applicant or the public regarding an item on the agenda or business of the Commission.
G. Consent Agenda
All matters listed under the consent agenda are considered routine and may be acted upon by the Planning Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chairman or Vice Chairman retains discretion in deciding whether or not an item will be removed from the consent agenda.
H. Public Hearing Matters
The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak, may do so. Do not repeat the position of others who express the same views as yourself. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must sign the "sign in" sheet on the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
H-1 SUP-04-090a* Action to consider a request from Granite Construction Company, to extend the expiration date of an approved Special Use Permit from July 25, 2009 to July 25, 2011, to allow additional time for the commencement of the concrete batch plant operations, to be located at 5855 Sheep Drive, APN 008-522-06. (Jennifer Pruitt)
Summary: The applicant has requested to extend the expiration date of the previously approved Special Use Permit (SUP-04-090a) from July 25, 2009 to July 25, 2011. Due to the unforeseen downturn in the construction industry in Carson City, the applicant is requesting an additional allowance of time, to better facilitate the project.
H-2 SUP-09-054* Action to consider a Special Use Permit request from Dan Schulte of Yesco Outdoor Media (property owner: Paul A. Fischer) to renew a permit for an existing conforming billboard, on property zoned General Industrial (GI), located at 5354 Highway 50 East, APN 008-384-34. (Kathe Green)
Summary: This is a review of an existing billboard. This type of review for compliance with regulations is required each five years. No changes to the size, location or lighting of the billboard are proposed.
H-3 SUP-09-055* Action to consider a Special Use Permit request from Rob Lauder of RL Engineering (property owner: Bernard-Barnard-Cuccaro, LLC, William F. and D. Horne et al) for a permanent outdoor display of merchandise, on property zoned Retail Commercial (RC), located at 1803,1805, 1807, 1809, 1811, 1815, 1817, 1819, and 1821 N. Carson Street, APN(s) 002-091-03, -04, and -06. (Kathe Green)
Summary: This proposal is to allow a permanent outdoor display and sales of merchandise. This would be allowed year round, rather than the 30 days per year as presently allowed for each business. The proposal includes allowing up to two parking spaces and two island asphalted areas at the east and west ends of the parking area north of the building to be used for display areas as well as areas adjacent to the sidewalks and overhangs of the buildings.
H-4 ZCA-09-057 Action to make a recommendation to the Board of Supervisors on an ordinance amending Title 18, Zoning, Chapter 18.03, Definitions, to modify the definitions of “truck, pickup” and other trucks and vehicular equipment of a commercial nature; and amending Chapter 18.16, Development Standards, Division 2.3, General Parking Requirements, relating to the parking of pickup trucks, panel vans and other trucks, commercial trailers or vehicular equipment of a commercial nature within residential zoning districts. Summary: The primary purpose of this amendment is to clarify the distinctions between personal vehicles and pickup trucks versus other commercial-type vehicles for the purposes of parking and storing such vehicles in the residential neighborhoods.
H-5 ZCA-09-056 Action to make a recommendation to the Board of Supervisors on an ordinance amending Title 17, Division of Land, Subdivision of Land, Chapter 17.06, Subdivision Final Maps, section 17.06.015, Time Limit for Recording, and Chapter 17.09, Planned Unit Development, section 17.09.055, Time Limits for Filing Application for Final Approval, to increase the time for filing final maps from two years to four years after the initial tentative approval, and to increase the time for filing subsequent phase maps from one year to two years. Summary: The primary purpose of these modifications is to adopt standards consistent with the provisions of the recently amended Nevada Revised Statues related to approval periods for Tentative Subdivision Maps.
