CARSON CITY REGIONAL TRANSPORTATION COMMISSION

A. ROLL CALL AND DETERMINATION OF A QUORUM

B. APPROVAL OF MINUTES:

B-1 Action to approve the minutes of the August 12, 2009 meeting

C. MODIFICATION OF AGENDA: This is the tentative schedule for the meeting. The Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. PUBLIC COMMENT: Members of the public who wish to address the Commission may approach the podium and speak on matters related to the Commission, but not on items agendized for this meeting. Comments are limited to three minutes per person or topic. If your item requires extended discussion, please request the Chair to calendar the matter for a future Commission meeting. No action may be taken upon a matter raised under this item of the agenda until the matter itself has been specifically included on an Agenda as an item upon which action may be taken.

E. DISCLOSURES: Any member of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

F. CONSENT AGENDA

All matters listed under the consent agenda are considered routine and may be acted upon by the Regional Transportation Commission with one action and without an extensive hearing. Any member of the Commission or any citizen may request that an item be taken from the consent agenda, discussed and acted upon separately during this meeting. The Chair, or the Vice Chair, retains discretion in deciding whether or not an item will be pulled off the consent agenda.


 

F-1 Action to approve Amendment 6 for Contract No. 0506-035 Carson City Community Transit Service Operations to MV Transportation, Inc. for an increase by the amount of $12,745.00 to be funded from Operating Contract 225-3206-430-0331 as provided for in FY 2009/2010.

Staff Summary: This amendment with MV Contract Transportation, Inc. allows for additional service hours necessary to provide transit service from Carson City to Virginia City under the provisions of a recently executed interlocal agreement. The additional hours will be provided for at a reduced cost and will be tracked separately from the existing service hours under the original contract.

F-2 Action to amend Contract No. 0809-212 “Design and Construction Plans for the Realignment of Snyder Avenue” with Palmer Engineering for an increase by an amount not to exceed $57,650.00 and expand the Scope of Work described in the Staff Summary, and extend the Contract Term.

Staff Summary: The proposed amendment to the Engineering and Surveying Services contract for the realignment of Snyder Avenue will allow for the completion of design and construction plans which will facilitate the construction of a new alignment of Snyder Avenue and a new intersection with South Carson Street. Several changes have occurred to precipitate this amendment, including additions to the scope for utilities and adjoining roadways and a revised configuration of the proposed intersection consistent with input from the Nevada Department of Transportation.

F-3 Action to approve Amendment No. 1 to Contract No. 0809-123 Stewart Street Extension Project for an increase by an amount not to exceed $150,500.00 from the RTC N. Stewart Street Extension Account as provided in FY 2008/2009.

Staff Summary: On December 10, 2009, the Regional Transportation Commission approved the above listed project in the amount of $3,236,570.00 plus a contingency amount of $323,657.00. This request to amend the contract in an amount not to exceed $150,500.00 is for an increase to accommodate for existing conditions encountered during construction not identified in design plans.

G. PUBLIC MEETING ITEMS:

G-1 Information regarding proposed service changes to BlueGo/JAC Route 21X (Spooner Express) between Carson City and South Lake Tahoe.

Staff Summary: BlueGo is proposing to eliminate some of the trips from the current Route 21X schedule, as well as some of the stops made along the route, in an effort to run a more efficient and financially viable service.

G-2 Action to determine that Contract No. 0910-060 is a contract for the services of a professional engineer; that the selection was made on the basis of the competence and qualifications of the engineer for the type of services to be performed and not on the basis of competitive fees; and therefore not suitable for public bidding pursuant to NRS 625.530; and to approve Contract No. 0910-060 with Winston Associates, Inc. to provide Design Services for Carson City Freeway Landscaping Project - Phase 1 and North Carson Street Medians through December 31, 2010 for a not to exceed cost of $234,658 with a contingency amount not to exceed $24,000 to be funded from the RTC Freeway Landscaping Project Fund as provided in FY 2009/2010.

Staff Summary: This contract is to provide design, bidding, contract negotiation and construction administration services for the Carson City Freeway Landscaping Project for Phase 1 (Northern Leg), including portions of U.S. Highway 395 from the North Carson Street Interchange to College Parkway. This contract also includes similar services for the North Carson Street Medians between College Parkway and the North Carson Street Interchange. The firm (Winston Associates) was selected via RFP #0809-159 – Request for Proposals for the Carson City Freeway Landscaping Project for Phase 1 Professional Services.

G-3 Discussion regarding comments recently received addressing Phase II of the Roop Street widening project.

Staff Summary: Staff has recently received comments regarding the design of Phase II of the Roop Street widening project as it relates to the Carson City Unified Pathways Master Plan.

H. INTERNAL COMMUNICATIONS AND ADMINISTRATIVE MATTERS (Non-Action Items)

H-1 Senior citizens will continue to ride JAC for free through FY 2010

Staff Summary: The Nevada Division for Aging Services (DAS) has approved a second year of an Independent Living Grant for $40,000 which allows participating seniors to ride the fixed route JAC service for free.

H-2 Truck restrictions on Carson Street

Staff Summary: The Nevada Department of Transportation (NDOT) has submitted a letter to the Federal Highway Administration (FHWA) as the next step in a process toward restricting truck traffic on Carson Street.
