CARSON CITY HISTORIC RESOURCES COMMISSION

A. Call to Order and Determination of Quorum
B. Modification of Agenda: Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
C. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.
D. Public Comments: Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission. Comments are limited to three minutes per person topic. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No commission discussion or action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
E. Action on Approval of Minutes (September and November)
F. Public Hearing Matters The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda.
F-1 HRC-11-140 For Possible Action: To elect a Historic Resources Commission Chairman and Vice Chairman for the period February 2012 to January 2013. (Jennifer Pruitt)
Staff Summary: Historic Resources Policy & Procedure Manual requires the Historic Resources Commission to elect a chairman and vice-chairman on an annual basis as their first action for the calendar year.
F-2 HRC-11-045 For Possible Action: To approve a request from property owners Vivian and Robert Summers to replace broken, non-functional windows on a residential-duplex dwelling units, on property zoned Residential Office (RO), located at 403 North Division Street, APN 003-226-04. Staff Summary: The property owner replaced five windows on the two duplexes on site, without HRC review or approval. At this time the applicant is seeking approval of the replacement options for the windows.
F-3 HRC-11-141 For Possible Action: To approve a request from Alpine Signs (property owner Glenbrook Company) for a new sign to be mounted on existing posts, on property zoned Residential Office (RO), located at 402 South Minnesota Street, APN 003-127-09. (Jennifer Pruitt)
Staff summary: The applicant is proposing to install a new six foot in overall height, 22.75 square foot (3.5 feet by 6.5 feet) non-illuminated wood freestanding double face sign.
F-4 HRC-11-144 For Possible Action: To approve a request from Alpine Sign (property owner 320 North Carson Street LLC) for a new internally illuminated wall sign on property zoned Downtown/Mixed-Use (DT-MU), located at 107 West Telegraph Street, APN 003-229-02. (Jennifer Pruitt)
Staff summary: The applicant is proposing to install a new 15 square foot (three feet by five feet) internally illuminated canister sign on the northern façade.
F-5 HRC-11-143 [plans] For Possible Action: To approve a request from Robert M Darney, Architect (property owner Stephanie Shefrin) to upgrade windows on second and main level; to remove and replace four windows with French style doors; and the addition of two wooden decks, on property zoned Single Family 6000 (SF6), located at 604 West Robinson Street, APN 003-275-03. Staff summary: The applicant is proposing to upgrade the existing aluminum windows on second and main level with a Pella wood product; to remove and replace four windows with Pella French style doors; and the addition of two wooden decks on her eastern and western facades to facilitate access to the yards on site.
F-6 HRC-11-139 For Possible Action: To approve the Historic Resources Commission Annual Report for 2011 to be presented to the Board of Supervisors. (Jennifer Pruitt)
Staff summary: Historic Resources Policy & Procedure Manual requires the Historic Resources Commission to review the HRC Annual report prepared by the Planning Division an annual basis. The report will be forwarded to the Board of Supervisors in February 2012.
F-7 HRC-12-001 For Possible Action Regarding the 2012 Carson City Historic Preservation Award application for outstanding achievements in historic preservation. For a nomination to be considered the completed forms must be postmarked by March 01, 2012.
Staff summary: This purpose of this item is to allow the HRC a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of Historic Preservation Month of May.
F-8 HRC-11-119 Discussion only regarding an update of the Historic Preservation Fund (HPF) grant for 2011. (Jennifer Pruitt)
Staff summary: Planning Division staff will provide the HRC and the general public with an update of the 2011 Historic Preservation Fund grant # 32-11-37935(1).

G-1 - Commissioner reports/comments
- Planning Division staff report to the Historic Resources Commission. (Jennifer Pruitt)
- Future agenda items: Action to adopt a Resolution recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation Month. Discussion and possible action to consider selection of the Historic Preservation Awards of 2012 in recognition of significant preservation accomplishments and in celebration of National Historic Preservation Month of May 2012.
H. Public Comments Members of the public who wish to address the Commission may approach the podium at this time to speak on any matter not specifically included on the agenda as an action item. Comments are limited to three minutes per person or topic. No action may be taken on a matter raised under this public comment portion of the agenda.
K. Action on Adjournment
