PUBLIC COMMENTS
Members of the public who wish to address the Carson City Shade Tree Council may come forward and speak on matters related to the Council. Comments may be limited to three minutes per person or topic. If your item requires extended discussion or action, please request the Chairperson to schedule the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

Agenda Management Notice: Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

Note: Items scheduled at a specific time cannot be heard earlier than the scheduled time per Nevada's Open Meeting Law requirements.

3. MEETING ITEMS:

A. For Possible Action:
Regarding the absence of any Council member from this meeting. The Council must vote to excuse or not excuse the absence of a Council member from any Council meeting. Council members are considered excused if they have notified the Council Chairperson and/or the Director of the Carson City Parks and Recreation Department of their absence prior to this meeting. When all Council members are present, there is no action on this item.

Discussion only regarding the 2014 Arbor Day Celebration. The Council can take this opportunity to review the 2014 Arbor Day ceremony and assess its success and discuss what worked well and where improvements can be made for 2015. The Council may also want to evaluate whether holding the event on a Saturday rather than the traditional last Friday of April was successful or not.

C. For Possible Action:
To begin planning the 2014 Fall Tree Care Seminar. This workshop is annually held in November and requires a significant amount of planning in order to be a success. The council only has three meetings to plan this event: June 4th, August 6th, and October 1, 2014. The Council may want to decide on what would be a good central theme, and then discuss possible titles.

D. For Discussion and Possible Action:
To adopt recommended water wise measures that can be taken in a drought situation. Recommendations will be made to the city. Suggested measures are: cut back on fertilizing, reduce turf, planting trees, water less but deeper, and mulch around the base of trees and shrubs 2-4 in deep.

Discussion only regarding review of adopted goals. Adopted goals approved at February meeting include: green waste program, drought education, tree inventory, improving the Arbor Day Celebration, and improving the Fall Tree Care Seminar.

F. For Discussion and Possible Action:
Council members to review and volunteer for committee duties. Committee positions had been signed up for last year, but two new members are on the board. It is time for an annual review of duties. Committees are: Communications/Internet, Fundraising/Grants, Education, and City Liaison/Public Relations.

G. Discussion only regarding update on the Tree Inventory Grant process.

Discussion only regarding tree removal mitigation. A local business removed five trees in front of its business. As a result the Planning Department and the Parks and Recreation Department negotiated a mitigation settlement with the business that provides for the replacement of the trees plus the purchase by the business for up to 12 additional three-inch caliper trees that will be planted on public property.
