Comments may be limited to three minutes per person or topic. If your item requires extended discussion or action, please request the Chairperson to schedule the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

2. MODIFICATIONS TO THE AGENDA
Agenda Management Notice: Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
Items scheduled at a specific time
cannot be heard earlier than the scheduled time per Nevada's Open Meeting Law requirements.
3. MEETING ITEMS:
A. For Possible Action:
Regarding the absence of any Council member from this meeting. The Council must vote to excuse or not excuse the absence of a Council member from any Council meeting. Council members are considered excused if they have notified the Council Chairperson and/or the Director of the Carson City Parks and Recreation Department of their absence prior to this meeting. When all Council members are present, there is no action on this item.
B. For Possible Action:
To continue planning the 2014 Fall Tree Care Seminar. Wednesday, November 12, 2014 was discussed as a preferred date; however, the Sierra Room was already reserved for another purpose. Friday, November 14, 2014 has been reserved. Items discussed during the June 4, 2014 Shade Tree Council meeting included reducing the registration fee; possibly seek out sponsorships (NDF); initiate professional, non-professional, and student fees; and recruit 5-6 speakers. The October 1, 2014 Shade Tree meeting is the last meeting before the seminar.
Discussion only regarding the status of the Urban and Community Forestry Grant application for the Tree Inventory project. Urgent projects such as the NV150 Fair and the 1/8th Cent Sales Tax initiative dominated staff time. Some preliminary work including researching Reno’s grant application have been conducted. Staff feels that Fall and Winter are realistic time frames for submittal of the grant application.
D. For Possible Action: To finalize the “Water tips for trees and shrubs” flyer and select a date to present it to the Board of Supervisors. Member Peermann offered to convert the information into a flyer. The flyer could be presented to the Board of Supervisors during their August 21, 2014 meeting, distributed to the general public, and posted on the City’s website.
E. For Possible Action:
To determine a public outreach program to assist homeowners with tree care issues. This includes a discussion on reasonable actions the Council could take that would assist homeowners with tree care related needs. Past suggestions have included green waste removal and enhanced marketing of existing programs.
