CARSON CITY HISTORIC RESOURCES COMMISSION

A. Call to Order and Determination of Quorum

B. Public Comments **
Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.

C. For Possible Action: Approval of the Minutes from the May 12, 2016 meeting.

D. Modification of Agenda:
Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E. Disclosures: Any member of the Commission may explain any contact with the public regarding an item on the agenda or business of the Commission.

F. Public Hearing Matters


F-1 For Possible Action: HRC-16-057 - To consider a request from property owner Robyn Laguzza to replace all of the windows with new windows on property zoned Residential Office (RO), located at 314 West Robinson Street, APN 003-286-06. (Hope Sullivan)

Staff Summary: The applicant proposes to replace all of the existing single-hung windows on the subject property. The windows are proposed to fit into the existing wood frames and trim and are proposed to be fiberglass, single hung, double pane inserts of a similar style.

F-2 For Possible Action: HRC-16-063
- To consider a request from property owner Christopher White for Historical Tax Deferment status on property zoned Single Family 6,000 (SF6), located at 506 West Spear Street, APN 003-232-01. (Hope Sullivan)

Staff Summary: The subject property is eligible for the Open Space Use Assessment commonly known as a Historical Tax Deferment as a result of its historical status in Carson City. This is an application based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.

F-3 For Possible Action: HRC-16-066
- To consider a request from John E Block (property owner: Spear and Phillips, LLC) to install a three-foot high brick wall on the west side of the parcel on property zoned Single Family 6,000 (SF6), located at 602 West Spear Street, APN 003-243-04. (Hope Sullivan)

Staff Summary: The applicant proposes to install a three-foot high by 28-foot long wall made of brick from a 1909 building on the west side of the parcel. The wall is proposed to be constructed on a footing that already exists in this location.

F-4 Discussion only: HRC-16-068 – Discussion regarding clarifying the 2005 Design Guidelines to identify discouraged materials. (Hope Sullivan)

Staff Summary: Discussion to give staff direction on potential code changes related to the use of vinyl and other potentially inappropriate materials in the Historic District.

F-5 Discussion only: HRC-15-070
- Discussion regarding the 2016 Historic Preservation Fund (HPF) Grant project related to funding received for a Commission Assistance Mentoring Program (CAMP) through the National Alliance of Preservation Commissions (NAPC). (Susan Pansky)

Staff Summary: Planning Division staff will request direction from the Historic Resources Commission on potential training topics for the CAMP training program that will be hosted by Carson City through funding received from the 2016 Historic Preservation Fund Grant. An official training topic or topics will be selected from the list of suggestions at the September meeting.

** PUBLIC COMMENT: The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
