A. Call to Order and Determination of Quorum

B. Action on Approval of Minutes

C. Modification of Agenda: This is the tentative schedule for the meeting. The Historic Resources Commission reserves the right to take items in a different order to accomplish business in the most efficient manner.

D. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

E. Public Comments: Members of the public who wish to address the Commission may speak on matters related to the Historic Resources Commission. Comments are limited to three minutes per person. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

F. Public Hearing Matters

F-1 HRC-10-011 Action to consider a request from Wayne & Sally Chimarusti to enlarge an existing single family residence, with plans showing five different elevation options being considered, on property zoned Single Family 6000 Residential (SF6), located at 610 North Phillips Street, APN 003-275-02. Staff Summary: The subject site is 7,248 square feet and is improved with a one-story 1,020 square feet primary dwelling unit, in addition to a detached garage of 612 square feet constructed in 2000. At this time, the applicants are requesting to allow an addition to the existing primary dwelling unit. The addition will include an increase in size of the bedrooms, addition of a mud/laundry room and an addition of a dining room resulting in an approximate 660 square foot addition.

F-2 HRC-10-015 Action to consider a request from St. Peter’s Episcopal Church (property owner: Episcopal Dioceses of Nevada) to install a walking labyrinth on the east side church grounds on property zoned Residential Office (RO), located at 300 North Division Street, APN 003-201-01. Staff Summary: The applicant is requesting approval of the installation of a 45 foot in diameter labyrinth on the Division Street frontage. The proposed labyrinth will be in close proximity to the Carson City Blue Line walk. The applicant has noted the proposed labyrinth would enhance the site’s presence on the Blue Line walk by offering contemplative and spiritual space to walkers. The proposed project would reduce the amount of turf on site by approximately 2000 square feet, and will not eliminate any existing trees on site.

F-3 HRC-10-016 Action to consider a request from Nick Jansing of American Sun & Solar (property owner: Sierra Acupuncture and Healing) to install photovoltaic solar panels on the A-Frame portion of the existing roof, on property zoned Residential Office (RO), located at 512 North Division Street, APN 003-237-03. Staff Summary: In order to provide a supply of renewable energy to the Henry Marvin Yerington House, the applicant is proposing 45 photovoltaic panels to be mounted over the roof shingles on the southern roof exposure. The area necessary for the solar system is approximately 731 square feet.

F-4 HRC-10-007 Action to adopt a Resolution recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation Month.

Staff summary: Historic Preservation Month was designed to raise awareness about the power historic preservation has to protect and enhance our homes, neighborhoods and communities. The National Trust designated the month of May as Historic Preservation Month.

F-5 HRC-10-006 Discussion and possible action to consider selection of the Historic Preservation Awards of 2010 in recognition of significant preservation accomplishments and in celebration of National Historic Preservation Month of May 2010.

Staff summary: This purpose of this item is to allow the HRC a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of the Historic Preservation Month of May. The Planning Division has compiled a list of recent projects that have been completed as a Jan 01, 2010.

F-6 HRC-10-005 Discussion only regarding Training opportunities for the Historic Resources Commission members and general public for 2010-2011.

Staff summary: The Planning Division will provide the commission members information of specific topics in efforts to provide a cost effective training opportunity to the commission. “Energy Efficiency, Renewable Energy and Historic Preservation: A Guide for Historic District Commissions” is the first in a training series in preservation and energy efficiency.

F-7 HRC-10-002 Discussion and action to approve the Historic Resources Commission Annual Report for 2009 to be reviewed by the Board of Supervisors

Staff summary: This item is a review of the HRC Annual report prepared by the Planning Division. The report will be forwarded to the Board of Supervisors in March 2010.

F-8 HRC-10-004 Discussion only regarding an update of Certified Local Government grant 32-09-21834(2), Historic Structures report for the Brewery Arts Center and the Performance Hall. (Jennifer Pruitt)

Staff summary: Planning Division staff will provide the HRC and the general public with an update to the status of the 2009 Certified Local Government grant.

H. Action on Adjournment-
