A. Call to Order and Determination of Quorum

B. Modification of Agenda: Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

C. Disclosures: Any members of the Commission that may wish to explain any contact with the public regarding an item on the agenda or business of the Commission.

D. Public Comments: Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission. Comments are limited to three minutes per person topic. If your item requires extended discussion, please request the chairman to calendar the matter for a future meeting. In order for members of the public to participate in the Commission’s consideration of a public hearing item on this agenda, the Commission strongly encourages members of the public to comment on the agenda item when the particular item is being discussed by the Commission. No commission discussion or action may be taken on a matter raised under this public comment portion of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.

E. Action on Approval of Minutes

F. Public Hearing Matters The following items are scheduled for a public hearing. The Chairman will read the Agenda listing into the public record. Staff will present a summary of the staff report and recommendations, including any updated information that was received after the date when staff reports were distributed. The Commission will follow with questions of staff. At that time, the Chairman will open the hearing to public testimony. Normally, the applicant and/or their representative are permitted to speak first, followed by Commission questions. This will be followed by the Chairman requesting comments from the public at large. If you wish to speak on a particular item, please limit your comments to three (3) minutes and be as brief and concise as possible so that all who wish to speak may do so. Do not repeat the position of others who express the same views as you. The Chairman has the right to establish time limits for comments and to allow for rebuttal. In order to be part of the administrative record regarding an appeal of an item, you must present your comments at the podium or have previously sent correspondence to the Planning Division or spoken to staff regarding an item on this agenda. 

F-1 HRC-14-167  For Possible Action: To consider a request from property owners Harvey and Terri Edwards to approve a “dog house” dormer addition, partial exterior re-roof and the addition of two skylights on property zoned Single Family 6,000 (SF6) located at 604 W. Robinson Street, APN 003-275-03. (Susan Dorr Pansky)

Staff Summary: The applicants are requesting to add a “dog house” dormer addition to the second story on the north side north roof, re-roof the single level portion of the house at the shop, family room and bedroom in composite shingles to match the remainder of the house, and to add two skylights to the south-facing roof above the bedroom on the west side of the house. 

F-2 HRC-14-168  For Possible Action: To consider a request for the Carson City Public Works Department for Historic Resources Commission approval of the proposed East-West Transmission Water Main Project, Phase 2A-2 as required for federally funded projects under Section 106 of the National Historic Preservation Act of 1966. (Susan Dorr Pansky)

Staff Summary: As a part of their required compliance with Section 106 of the National Historic Preservation Act of 1966 for projects receiving federal funding, Carson City Public Works is requesting Historic Resources Commission review and approval of the East-West Water Transmission Line, Phase 2A-2 as the project may impact properties of historical significance in Carson City. 

F-3 HRC-14-169 For Possible Action: To consider a request from the State Historic Preservation Office (SHPO) to review and approve the final draft of the National Register of Historic Places nomination for the Nevada State Prison located at 3301 E. 5th Street, APN 010-041-55. (Susan Dorr Pansky)

Staff Summary: As part of the 2014 Historic Preservation Fund grant, Carson City hired consultant Dan Pezzoni to help facilitate and complete a draft nomination to the National Register of Historic Places for the Nevada State Prison. With extensive volunteer time and effort spent on the parts of Historic Resources Commission members Elizabeth Dickey and Michael Drews, as well as Nevada Department of Transportation employee Jennifer Riddle, the draft nomination was submitted to SHPO in October 2014. SHPO determined that the nomination needed additional information and, with mutual agreement with Carson City, made the final revisions to the nomination through their office. As a part of the approval process, the Certified Local Government must review and approve the nomination before it proceeds to the state and national review levels. 

F-4 HRC-14-155 For Possible Action: To approve the Historic Resources Commission Annual Report for 2014 to be presented to the Board of Supervisors. (Susan Dorr Pansky)

Staff Summary: The Historic Resources Commission Policy and Procedures Manual requires the Historic Resources Commission to review a Historic Resources Commission Annual Report prepared by the Planning Division each year. This report will be forwarded to the Board of Supervisors in February 2015. 

F-5 HRC-14-156 For Possible Action: To discuss and potentially make nominations for the 2015 Carson City Historic Preservation Awards for outstanding achievements in historic preservation. (Susan Dorr Pansky)

Staff Summary: The purpose of this item is to allow the Historic Resources Commission a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of Historic Preservation Month of May. For a nomination to be considered the completed forms must be postmarked by March 1, 2015. The HRC will select award winners in March. 

F-6 HRC-14-154 For Possible Action: To elect a Historic Resources Commission Chairman and Vice Chairman for the period February 2015 to January 2016. (Susan Dorr Pansky)

Staff Summary: The Historic Resource Commission bylaws require the Commission to elect a chairman and vice-chairman each January.
