A.        Call to Order and Determination of Quorum

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.

D.        Modification of Agenda:   Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

F.         Public Hearing Matters

F-1       HRC-15-015 For Possible Action:  To approve a request from Mark Kaiser (property owner:  Jim and Mary Keirnan) to install a nine foot by 14 foot patio enclosure on property zoned Single Family 6000 (SF6), located at 601 West Spear Street, APN 003-245-07. (Susan Dorr Pansky)

Staff Summary:  This is a request to construct a 126 square foot patio enclosure at the rear of the subject property consisting of white aluminum walls, sliding windows and a brown composite roof. Construction of this enclosure will require the removal of the existing roof and trellis that partially enclose the rear porch stoop.

F-2       HRC-14-156  For Possible Action:  For Possible Action:  To select recipients for the 2015 Historic Preservation Award for outstanding achievements in historic preservation. (Susan Dorr Pansky)

Staff Summary:  The purpose of this item is to allow the HRC a forum to discuss, select and recognize significant preservation efforts in Carson City in celebration of Historic Preservation Month during the month of May.  Nominations for the 2015 Historic Preservation Award were to be postmarked no later than March 1, 2015 to be considered.

F-3       HRC-15-016  For Possible Action: Action to adopt a Resolution recommending to the Board of Supervisors a Proclamation declaring the month of May as Historic Preservation and Archaeological Awareness Month. (Susan Dorr Pansky)

Staff Summary: Historic Preservation and Archaeological Awareness Month was designed to raise awareness about the power historic preservation has to protect and enhance our homes, neighborhoods and communities. The National Trust for Historic Preservation designated the month of May as Historic Preservation Month.

In celebration of Historic Preservation and Archaeological Awareness Month, the Carson City Historic Resources Commission is holding its fifth annual Historic Preservation Scavenger Hunt. Join in the fun and search for historic building features in Carson City’s charming Historic District.

 F-4       HRC-13-131 Discussion only regarding an update of the 2014 Historic Preservation Fund (HPF) Grant project. (Susan Dorr Pansky)

Staff Summary: Planning Division staff will provide the HRC and the general public with an update of the 2014 Historic Preservation Fund Grant #P14AS00012-1.

Appeal of a Commission item:  An appeal must be submitted to the Planning Division within 10 days for the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. H.     Public Comments**

Members of the public who wish to address the Commission may approach the podium at this time to speak on any matter not specifically included on the agenda as an action item. No action may be taken on a matter raised under this public comment portion of the agenda.  

I.          Action on Adjournment

**  PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
