E. Meeting Items

E-1 HRC-2020-0004 For Possible Action: Discussion and possible action regarding the replacement of a three-foot-high wooden fence with three-foot-high Basalite brick wall with two wrought iron gates on property zoned Residential Office (RO), located at 305 North Minnesota Street, APN 003-201-01. (Hope Sullivan, hsullivan@carson.org)

Summary: This project involves removing the three-foot-high wooden fence that runs between the Rectory and the Church. This fence is to be replaced with a three-foot-high wall approximately 60 feet long using the same type of Basalite bricks that were used on the Memorial Garden wall. These blocks measure 16" x 12" wide x 8" deep. The top of the wall will have the same cap stones as used on the existing Memorial Garden wall. The wall will include two three-foot-wide wrought iron gates placed where the existing two wood gates are located. The Commission will review the request for compliance with the guidelines for the historic district.

E-2 HRC-2019-0013 For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors regarding a request for a Historic Tax Deferment on property zoned Residential Office (RO), located at 1614 North Curry Street, APN 001-155-02. LATE MATERIALS (Hope Sullivan, hsullivan@carson.org)

Summary: The subject property may be eligible for the Open Space Use Assessment, commonly known as a Historical Tax Deferment, as a result of its historical status in Carson City. The Commission makes a recommendation to the Board of Supervisors based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.

E-3 HRC-2020-0001 For Possible Action: Discussion and possible action regarding a Section 106 Technical Report prepared for the Federal Aviation Administration (FAA) in coordination with the Carson City Airport Authority for fence improvements at the Carson City Airport, located on property zoned Public Regional (PR), located at 2600 College Parkway, APN 005-011-01. (Hope Sullivan, hsullivan@carson.org)

Summary: This item is before the Historic Resource Commission as a consulting agency. The proposed fencing is proposed to be funded through a grant from the FAA. Consistent with Section 106 of the National Historic Preservation Act, due to the federal funding, an analysis of the potential impacts on cultural resources has been prepared. This report concludes that no historic properties will be affected by the fence project. The Commission will review the report and provide comment as a consulting agency.

E-4 HRC-2020-0005 For Possible Action: Discussion and possible action regarding potential nominations for the 2020 Carson City Historic Preservation Awards for outstanding achievements in historic preservation. (Hope Sullivan, hsullivan@carson.org)

Summary: The purpose of this item is to allow the Historic Resources Commission a forum to discuss the selection and recognition of significant preservation efforts in Carson City in celebration of Historic Preservation Month of May.

E-5 HRC-2020-0006 For Possible Action: Discussion and possible action regarding the Historic Resources Annual Scavenger Hunt and to identify possible volunteer Commission members to coordinate the Scavenger Hunt with Planning staff. (Hope Sullivan, hsullivan@carson.org)

Summary: 2019 was the tenth year of the Historic Resources Annual Scavenger Hunt. The purpose of this item is to review the event, discuss the future of the event, and determine if Commission members would like to volunteer to work on the 2020 Scavenger Hunt.

H. For Possible Action: Adjournment

**PUBLIC COMMENT: The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
