NOTICE TO PUBLIC: The State of Nevada and Carson City are currently in a declared State of Emergency in response to the global pandemic caused by the coronavirus (COVID-19) infectious disease outbreak. In accordance with the Governor’s Declaration of Emergency Directive 006, which has suspended the provisions of NRS 241.020 requiring the designation of a physical location for meetings of public bodies where members of the public are permitted to attend and participate, public meetings of Carson City will NOT have a physical location open to the public until such time this Directive is removed.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the live stream of the Historic Resources Commission meeting at www.carson.org/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191.

For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 5:00 p.m. the day before the meeting.

A.        Call to Order and Determination of Quorum

Members of the public who wish to address the Commission may approach the podium at this time to speak on matters relevant to or within the authority of the Historic Resources Commission, including any matter that is not specifically included on the agenda as an action item.  No action may be taken on a matter raised under this public comment portion of the agenda.

C.        For Possible Action:  Approval of the Minutes from March 12, 2020.

D.        Modification of Agenda:   Agenda Management Notice – Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.

E.         Meeting Items

E-1      HRC-2020-0013         For Possible Action: Discussion and possible action regarding providing input for a Section 106 review being conducted by the United States Forest Service relative to the reconstruction of Kings Canyon Road beginning at the Kings Canyon Trailhead, and going westerly for 2.2 miles, on property zoned Conservation Reserve, and owned by the United States of America, APNs 007-061-26, -41, 007-051-87, and -02. (Hope Sullivan, hsullivan@carson.org)

Summary: This item is before the Historic Resource Commission as a consulting agency. The Carson Ranger District of the Humboldt-Toiyabe National Forest plans on reconstructing 2.2 miles of Kings Canyon Road beginning at the Kings Canyon Trailhead and extending westerly for 2.2 miles.  Consistent with Section 106 of the National Historic Preservation Act, due to federal funding, an analysis of the potential impacts on cultural resources will be prepared in considering this project.  The Forest Service is in the scoping stage of the Section 106 review and is soliciting input from the Commission.

E-2      HRC-2020-0010         For Possible Action: Discussion and possible action regarding a Section 106 Technical Report prepared due to Federal permitting for a one hundred (100) foot monopole on property zoned General Commercial and located at 4209 South Carson Street, APN 009-125-24.  ( Hope Sullivan, hsullivan@carson.org)

Summary: This item is before the Historic Resource Commission as a consulting agency. The proposed cell tower requires permitting though the Federal Communications Commission.  Consistent with Section 106 of the National Historic Preservation Act, due to the federal permitting, an analysis of the potential impacts on cultural resources has been prepared. This report concludes that the project will not result in an affect to historic architectural or archaeological resources.  The Commission will review the report and provide comment as a consulting agency.

E-3      HRC-2020-0009         For Possible Action: Discussion and possible action regarding a request to remove an outbuilding, modify a front porch, replace fencings at property zoned Residential Office (RO), located at 512 North Nevada Street, APN 003-221-02. ( Hope Sullivan, hsullivan@carson.org)

Summary: This project involves removing an outbuilding, modifying a front porch, and replacing fencing.  The property owner has already removed the outbuilding and started work on the porch and fencing without permission from the Commission.  The Commission will review the request for compliance with the guidelines for the historic district.

E-4      HRC-2020-0011         For Possible Action: Discussion and possible action regarding a recommendation to the Board of Supervisors regarding a request for a Historic Tax Deferment on property zoned Residential Office (RO), located at 204 Minnesota Street, APN 003-192-09. ( Hope Sullivan, hsullivan@carson.org)

Summary:  The subject property may be eligible for the Open Space Use Assessment, commonly known as a Historical Tax Deferment, as a result of its historical status in Carson City. The Commission makes a recommendation to the Board of Supervisors based on the finding that the property is in general conformance with the Secretary of the Interior’s Standards and Guidelines for Rehabilitation, Carson City Historic District Guidelines and with Historic Resources Commission policies.

 

Appeal of a Commission item:  An appeal must be submitted to the Planning Division within 10 days of the Commission’s action. In order to be part of the administrative record regarding an appeal of an item on the agenda, you must present your comments at the podium or have previously sent correspondence to the Planning Division or have spoken to staff regarding an item on this agenda. **PUBLIC COMMENT:  The Commission will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment.  In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows:  In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
