CALL TO ORDER
ROLL CALL & DETERMINATION OF QUORUM
Members of the public who wish to address the Carson City Shade Tree Council may come forward and speak on matters related to the Council. Comments may be limited to three minutes per person or topic. If your item requires extended discussion or action, please request the Chairperson to schedule the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
1. FOR POSSIBLE ACTION ON APPROVAL OF MINUTES – October 7, 2015
2. MODIFICATIONS TO THE AGENDA

Note: Items scheduled at a specific time cannot be heard earlier than the scheduled time per Nevada's Open Meeting Law requirements.
3. MEETING ITEMS:
A. For Possible Action: Regarding the absence of any Council member from this meeting. The Council must vote to excuse or not excuse the absence of a Council member from any Council meeting. Council members are considered excused if they have notified the Council Chairperson and/or the Director of the Carson City Parks and Recreation Department of their absence prior to this meeting. When all Council members are present, there is no action on this item.
B. For Possible Action: Regarding a de-briefing of the “Fall Tree Care Seminar” held November 12, 2015 at the Community Center. The Shade Tree Council held their annual “Fall Tree Care Seminar” Thursday, November 12, 2015 at the Community Center. This meeting is an ideal time to assess the workshop. Some items that may be discussed may include but are not limited to, topics, facilities, dates and future topics of the seminar. Staff will bring and present attendance and financial data to the council. The council may want to take action to approve the planning of the 2016 seminar.
C. For Possible Action: Regarding the planning for the 2016 Arbor Day Ceremony which is held in April. Since the council only has three meetings before Arbor Day it is time to begin planning the 2016 Arbor Day ceremony. The council will meet again on February 4 and April 1, 2016. Topics that need to be discussed include location, speakers, ceremony activities, date of the event and possible recipients of George Washington Ferris award. Other ancillary topics related to the ceremony may be discussed at this time. The council needs to take action on the date and location of the 2016 Arbor Day Ceremony.
D. For Possible Action: Regarding encouraging or recruiting potential council members to serve on the Shade Tree Council. The council currently has two vacancies. Finding individuals interested in serving on the council has been difficult. Vacancies need to be filled to ensure that the council is a viable and functioning advisory board. In addition to the two vacancies, Roy Trenoweth and Terrill Ozawa terms expire on January first.
