CALL TO ORDER
ROLL CALL & DETERMINATION OF QUORUM
Members of the public who wish to address the Carson City Shade Tree Council may come forward and speak on matters related to the Council. Comments may be limited to three minutes per person or topic. If your item requires extended discussion or action, please request the Chairperson to schedule the matter for a future meeting. No action may be taken on a matter raised under this item of the agenda until the matter itself has been specifically included on an agenda as an item upon which action may be taken.
1. FOR POSSIBLE ACTION ON APPROVAL OF MINUTES(February 3, 2016).
2. MODIFICATIONS TO THE AGENDA
Agenda Management Notice: Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
Note: Items scheduled at a specific time cannot be heard earlier than the scheduled time per Nevada's Open Meeting Law requirements.
3. MEETING ITEMS:
A. For Possible Action: Regarding the absence of any Council member from this meeting. The Council must vote to excuse or not excuse the absence of a Council member from any Council meeting. Council members are considered excused if they have notified the Council Chairperson and/or the Director of the Carson City Parks and Recreation Department of their absence prior to this meeting. When all Council members are present, there is no action on this item.
B. For possible Action: To elect a chairperson and vice chairperson of the shade tree council for the 2016 calendar year.
C. Discussion only regarding a demonstration of the new OpenTree Map software that will be used with the Urban Tree Inventory as a management tool. Justin Tiearney from the Public Works Department will demonstrate this important tool of the Urban Tree Inventory.
D. For possible Action: To finalize the plans and preparations for the annual Arbor Day Event this is scheduled for Saturday, April 30, 2016 in Mills Park. During the February, 3, 2016 Shade Tree Council the Council approved the following plans for the annual Arbor Day Ceremony: The event will be held on Saturday, April 30, 2016 near the Quality of Life Sequoia Tree located near the Marv Teixeira Pavilion and the 9/11 Memorial. The ceremony will also celebrate the twentieth anniversary of the Quality of Life (Q18) Initiative by planning a second Sequoia Tree as a commemoration. Donna DePauw as selected as the recipient of the George Washington Ferris Award for her involvement as one of the first members and chair of the Shade Tree Council as well as her involvement in supporting the Quality of Life Initiative. Mayor Bob Crowell will be invited to read the City’s Arbor Day proclamation and a representative from the Nevada Division of Forestry will read the State of Nevada’s Arbor Day proclamation. The start time for the event still needs to be determined.
4. NON-ACTION ITEMS
A. Discussion only, regarding the transplanting of 11 trees from Downtown Carson City as part of the Carson Street Improvement project. Public Works staff and Parks & Recreation staff assisted Q&D Construction with the transplanting of 11 trees that were located on traffic medians to the Softball Complex at John D Winters Centennial Park. The cost for the transplanting was covered through Land, Water & Conservation grant managed by the Nevada State Parks. These trees would have been destroyed during the construction of the improvements along Carson Street in Downtown Carson City; instead they have a new home at the softball fields and will help beautify this popular recreational facility.
